Check the Batla house encounter, how the neighbours supported the terrorist to get away.
If these elements are few then it shouldn't affect democracy.

When communities rally behind rapist to get them acquited, government arrests reporters for reporting the crime. Its a community sponsored crime. Upper caste have been giving out social rape as punishment in panchayats.
