Seychelles President Patrick Herminie earlier appointed and swore in today an Independent Commission of Inquiry chaired by Zimbabwean constitutional and human rights lawyer Justice Alfred Mavedzenge to investigate a violent riot that occurred at the Montagne Posée Prison on Mahé island between December 5–7, 2024.
Chaired by Dr Mavedzenge, an academic at the University of Cape Town (UCT) in South Africa, the commission also includes Supreme Court Judge Melchior Vidot and Vic Tirant, a former military officer.
On December 5, 2024, inmates in the male block of Montagne Posée staged a violent protest against prison management, which escalated through the following night and next day morning.
During the turmoil, inmates took four prison officers hostage.
The riot resulted in the death of two prisoners.
Initial reports indicated the riot was triggered by the placement of an influential inmate, Stephan Mondon — serving time for drug trafficking — into an isolation cell. Inmates protested this action, linking the tension to control over drug trafficking within the prison.
Following the incident, human rights groups and family members of inmates raised concerns about use of brutal force employed by authorities during the restoration of order.
The newly-formed commission is tasked with assessing the legality of the actions taken by authorities during the riot, examining prisoner grievances, and establishing a full timeline of events, with a report due within six months of their first sitting.
Mavedzenge, an adjunct senior lecturer of Public Law and Senior Research Fellow for the AfricanLII programme at UCT's Democratic Governance and Rights Unit, said said the Commission will hold numerous hearings to establish the truth regarding the events at Montagne Posée Prison.
“What I can say is that the Commission will work with the intention of helping the country move forward and that the hearings will be open to the public,” Mavedzenge said.
The commission will seek to establish the facts, determine who is responsible and analyse the response of authorities, in particular that of the Seychelles Prison Services, the Seychelles Police Force and Seychelles Defence Forces.
It will also establish the chain of command and identify individuals responsible for decisions taken at each stage of the incident.
Particular attention will be paid to circumstances leading to the deaths of two detainees, Francis Ernesta and Jerry Mathiot, injuries sustained by others, as well as the use of brute force.
Vested with broad investigative powers, the commission will be able to summon witnesses and gather evidence, and submit a report within six months.
It will also be required to make recommendations to improve the management of crises within prisons.
This is part of the government’s commitment to ensure transparency, accountability and respect for the rule of law.
The African Commission on Human Rights had called on the government to launch without delay a thorough, independent and impartial investigation into the events at Montagne Posee prison.

My deepest condolences to the Chatukuta family, colleagues in the legal profession, and friends on the passing of Justice F. Chatukuta. She was a principled jurist, steadfast in her views and moved only by the most cogent argument once she took a view. The legal community is poorer for her loss. May God comfort all who loved her.

Falcon College, one of Zimbabwe's wealthiest institutions, has recently installed a 1 MegaWatt solar plant at their remote location. 🌞 This installation, done by @AfricaCicada, will allow the college to operate independently from ZESA, ensuring a reliable power supply even during blackouts without relying on diesel generators.
With diesel prices at US$1.50 per litre, organizations like Falcon require tens of thousands of litres to keep operations running. A few months ago, ZESA unveiled a troubling plan to end load-shedding, effectively telling businesses and large energy users to fend for themselves while they focus on domestic customers.
It seems that organizations have taken this threat seriously and are now investing in their own energy solutions. Join our WhatsApp Channel to stay updated: https://t.co/YFpwAWekkX
