Continuing to investigate a report of a vehicle driving at a high rate of speed through a parking lot in the area of Highland Road West and Ira Needles Boulevard.

A witness observed the driver travelling with the passenger door open and a child’s arm hanging out of the vehicle. The child could also be heard yelling for help.

The vehicle is described as a white two door convertible with a black top.

Investigators are looking to identify and locate the owner and driver of the vehicle pictured below in connection to this incident.

Anyone with information or dash-camera footage is asked to call police at 519-570-9777, extension 6370.

@CityNewsTO we can’t blame the biological mother we do not know if she was the legal guardian of this precious child. For example if the child was adopted DNA would still lead back to bio mom.
