This is a common lie of Islamic apologists in the West.

1. Jizya was never, ever less than zakat. In Egypt in the seventh century, Christians were selling their children to raise the money to pay the jizya.
2. Human nature being what it is, if jizya had ever been less than zakat, we would have seen some Muslims converting to Christianity in order to pay the lower tax rate. Yet never the the 1,400 years of Islamic history do we see even one example of this.
3. We do see, however, several Muslim rulers forbidding conversion to Islam because too many converts would destroy the tax base. The Islamic governments needed the dhimmis to provide those governments' income.
