Advancing Web3 in the Year of the Horse: Issuing Night-time Consumption Vouchers via Stablecoins

The Web3 industry maintained strong momentum throughout the Year of the Snake. As Hong Kong enters the Year of the Horse, we must capitalise on this success to further consolidate our position as a global Web3 hub.

The Chief Executive recently confirmed that the first batch of stablecoin issuer licences will be granted in March. This has drawn keen attention from both industry and the public on how stablecoins will be implemented locally.

I believe the fastest way to drive widespread adoption is to integrate stablecoins with the Government’s public fiscal policies. I previously urged the introduction of “night-time consumption vouchers” in this year’s Budget to revitalise Hong Kong’s night economy. Issuing these vouchers via stablecoins delivers four clear benefits:

1. HK residents receive and can immediately spend the vouchers directly in stablecoin form;
2. They are encouraged to open digital asset wallets and gain practical understanding of digital assets and stablecoins;
3. It significantly reduces administrative costs, as licensed issuers — typically well-resourced institutions — are expected to subsidise distribution and cover expenses;
4. Greater public familiarity with digital assets should lead to a substantial long-term decline in related fraud cases.

This approach benefits our residents, lowers government expenditure, and strongly advances Web3 development. I therefore recommend that the HKSAR Government prioritise stablecoin issuance for all future fiscal cash disbursements, making them more convenient for the public and accelerating technology adoption across Hong Kong.

【馬年推動Web3發展——以穩定幣發放夜間消費券】

Web3行業在蛇年發展勢頭強勁，踏入馬年，我們必須乘勝追擊，進一步鞏���香港作為全球Web3中心的地位。行政長官早前明確表示，首批穩定幣發行商牌照將於三月發出。在此關鍵時刻，業界與公眾都高度關注穩定幣如何在香港落地及廣泛推行。

我認為，最快讓穩定幣普及的有效途徑之一，就是與特區政府的公共財政政策深度結合。我早前已呼籲政府在本年度財政預算案中推出「夜間消費券」，全力振興香港夜間經濟。而透過穩定幣發放夜間消費券，正是推動穩定幣實踐的最佳方案，原因有四：

1. 市民可直接收到以穩定幣形式發放的夜間消費券，立即用於消費；

2. 市民可藉此輕鬆開設數字資產電子錢包，進一步認識和熟悉數字資產及穩定幣；

3. 大幅降低行政成本。穩定幣發行商多為具實力的合規機構，為快速推廣其穩定幣業務，相信願意透過補貼及自行承擔行政費用，讓更多本地市民使用；

4. 當市民更深入了解數字資產���長遠而言，相關詐騙案件相信會顯著減少。

這個「一舉四得」的方法，不僅惠及廣大市民，更能幫助特區政府節省行政開支，同時有力推動Web3行業發展。因此，我建議特區政府在未來任何涉及發放現金的財政措施中，優先考慮採用穩定幣形式，讓市民使用更便捷、科技應用更普及。

All around Guangzhou there are authentic Turkish restaurants - Antalya is the top one.
