The soft shoulder was not designed for you to use because the designated lanes are “backed upped”.
The ROAD CODE outlines its purpose and we have a genuine problem if persons aren’t aware of this.

Given you aren't to stop on the shoulder, there a 5 booths and only 2 lanes entering. What's the issue with people using the shoulder when it's backed up?
How else is the throughput going to be increased? Should the line back up even further?
