Freedom on its own is anarchy. What needs to be promoted is Liberty. Liberty is Freedom plus Just Law.
Law, on its own, is often nothing more than a tyrants will. It's why the law maker's were given limited, just and necessary powers to make those laws. What are the limited powers? There are 18 clauses, less than 5% of the People can state 3 of them. The People cannot hold their representatives "their employees" accountable if they don't know the language.
