The Catholic Church is not against tattoos. The verse in the bible that most people use to preach against tattoos is Leviticus 19: 28, "You shall not make cuts on your body for the dead or tattoo yourselves: I am the Lord."

Catholics acknowledge this OT verse, but Catholic teaching holds that most of the ceremonial and civil parts of the Mosaic Law were fulfilled in Christ. So, things like dietary laws, fabric laws, and this one are not binding in the same way anymore.
For example, under the Old Covenant, Jews were forbidden pork as part of the food laws God gave Israel:
Leviticus 11: 7-8, “And the pig... is unclean to you. You shall not eat of their flesh nor touch their carcasses; they are unclean to you.”

But in the New Covenant, God showed Peter that these distinctions were fulfilled. In a vision:
Acts 10: 13-15, “And there came a voice to him: ‘Rise, Peter; kill and eat.’ But Peter said, ‘By no means, Lord...’ And the voice came to him again a second time, ‘What God has made clean, do not call unclean.’” Most of these were about Israel being set apart from the pagan nations around them. Tattooing and cutting were commonly done in Canaanite mourning rituals "for the dead."

The only time Catholicism might advise against tattoos is if it's harmful or disrespectful or a distraction for one's vocation, job, etc. The church doesn't preach against tattoos. She teaches that you should honour God with your body, be prudent, and let your life reflect Christ. What's on your skin is secondary.

More reason you would see some priests or religious men or women having tattoos. It is not a sin in itself.

Anyone can call it whatever they like.

But if there is any organization whose fingerprints can be found on the history of education, healthcare, charity, art, philosophy, science and human dignity, it is the Catholic Church.

She is not perfect because her members are perfect, but enduring because Christ is.

I believe in the holy Catholic church, the communion of saints, the forgiveness of sins, the resurrection of the body, and the life everlasting.
