This ZBC license scam is crazy. Radio licenses are now compulsory for vehicles, and for a company it's $200 a year.
We have removed the radios from the vehicles, and one would think that not having the device would then mean that you don't need a license. I do not own a gun, and do not therefore worry about having a gun license. I do not own a car radio, but this requires someones permission.
You must prove that you don't have a radio, and you cannot do this simply by pointing at the hole where your radio used to be. A form needs to be filled in, and someone needs to inspect the hole where your radio was. This form is not available.
Repeated calls to Zinara and ZBC reveal that they are absolutely clueless as to the modalities of this law they are responsible for enforcing. However, the guys at the multitudinous roadblocks seem to know precisely what should be paid at all times.
So this is where we stand: we have vehicles with no radios, that we must buy radio licenses for, because we cannot get hold of the form to apply for an exemption for a device we do not own. Without buying these radio licenses we will get harassed by the police for not having a radio license exemption, even though very clearly there is no radio in the vehicle.
I bet as we get further into the process there is a fee charged for the exception certificate, and another for the inspection. They will be valid for a period that does not coincide with the vehicle license, causing maximum hassle and friction.
