This is a well-established mechanism. National Treasury maintains a panel of forensic investigators like ENS, Deloitte and others - who are independent. Departments and public entities can request them to conduct investigations. The Minister of Finance is the correct principal to approach because Treasury owns the procurement compliance framework. The investigation is conducted by a panel member, not by the department - that’s the independence built into the system. The AG will also pick this up given it’s now in the public domain. The SIU requires a Presidential proclamation - that’s a much longer process.
