Держава змогла створити Оберіг і Резерв+ - систему, яка автоматично обмінюється даними з іншими реєстрами, фіксує зміни, виявляє порушення військового обліку та дозволяє відстежувати історію дій із даними людини.
Чому тоді ми не маємо такого ж системного підходу до чиновників? Щоб щодо кожного посадовця автоматично відстежувалися зміни майнового стану, доходи, нерухомість, транспорт, бізнес-зв'язки, державні закупівлі, конфлікти інтересів та інші ризикові операції - і система сама формувала «червоні прапорці» для НАЗК та правоохоронців. Частково такі інструменти вже створені: НАЗК автоматизувало перевірку декларацій і обмін даними з державними реєстрами. Але саме НАЗК визнає, що недостатній рівень автоматизації, відсутність повноцінного сховища та автоматизованого аналізу даних залишаються проблемою.
Тобто питання не в тому, чи можливо це технічно. Україна вже показала, що може створювати такі системи. Питання в політичній волі: чому держава здатна настільки детально контролювати дотримання правил військового обліку громадянином, але досі не має настільки ж потужної системи, яка б у режимі ризик-аналізу контролювала чиновника і його майнове оточення? Саме така система могла б не просто ловити корупціонерів після злочину, а виявляти підозрілі зміни ще до того, як вони перетворяться на корупційну схему.
I wasn’t planning to comment, but my feed has been flooded with increasingly deranged takes - from calling Fedorov pro-Russian to claiming that Elon Musk somehow brainwashed him.
Did anyone actually watch the full speech?
Fedorov did not call for elections now, but he raised several legitimate concerns:
1) Ukraine is fighting a war of attrition. Unless some form of Korean-style armistice is reached, the war will continue for years - possibly a decade.
2) That creates a serious democratic dilemma - if martial law must remain in place indefinitely, how does Ukraine preserve government accountability while citizens remain unable to exercise their normal democratic rights? Fedorov argued that Ukraine should begin developing a safe, secure and credible mechanism for protecting the democratic process during a prolonged war. That is not the same as demanding immediate elections.
3) State inefficiency and corruption has radically different consequences in wartime. In peacetime, corruption means roads go unrepaired. In wartime, they mean ammunition and drones fail to reach the front - and Ukrainian soldiers die. Your men die!
None of this is radical, subversive or pro-Russian.
As for Elon Musk: I loathe him too, but strategic reality is as follows: an European alternative to Starlink will take years to become fully operational, Ukraine needs capabilities now! Meanwhile, Western production bottlenecks and dependence on foreign-controlled (namely, China) industrial supply chains have produced severe shortages of air-defence interceptors, leaving Ukrainian cities exposed to sustained Russian and North Korean missile attacks.
If loosening Starlink’s restrictions could help Ukraine identify or strike launch platforms deeper inside Russia, then lobbying Washington and Musk is an entirely rational position. Dependency is ugly, but pretending it does not exist will not protect Ukrainian cities and Ukrainian lives.
Dislike Fedorov if you want, challenge his arguments. But at least listen to what he actually said before declaring him a traitor, for God’s sake. 🤦♀️
