Policy Statement
The FCT Directorate of Road Traffic Services (DRTS) recognizes the urgent need to address the high incidence of road traffic crashes in the Federal Capital Territory (FCT). In line with our commitment to ensuring the safety of lives and property on FCT highways, the DRTS has formulated the FCT Drivers Certification Policy. This policy aims to enhance road safety by implementing a comprehensive driver training and certification program, culminating in the issuance of the FCT Drivers Certification Card.
Objective
The primary objective of the FCT Drivers Certification Policy is to reduce road traffic crashes in the FCT through enlightenment, training and retraining of drivers. By familiarizing drivers with the uniqueness of FCT roads, the proper use of FCT road furniture, and compliance with FCT road transport regulations, this policy seeks to instill a culture of safety, responsibility, and compliance among drivers operating within the FCT.
Scope
This policy applies to all drivers engaging in driving for hire and reward within the Federal Capital Territory, including commercial drivers, professional drivers, and individuals operating taxis, dispatch motorcycles or tricycles, stage carriages, omnibuses, or any vehicle for the purpose of hire or reward.
Policy Guidelines:
1. FCT Model Drivers Institute
1.1. The FCT Model Drivers Institute shall serve as the designated institution responsible for conducting the certification training program.
1.2. The institute shall develop and implement a standardized curriculum that covers essential aspects such as FCT road design, features & road furniture, traffic rules and regulations, defensive driving techniques, passenger safety, and customer service.
1.3. The curriculum shall be regularly reviewed and updated to align with evolving road safety standards and best practices.
2. Mandatory Certification Training
2.1. All drivers operating within the FCT for the purpose of hire and reward must undergo mandatory certification training at the FCT Model Drivers Institute.
2.2. The training shall be a prerequisite for obtaining the FCT Drivers Certification Card.
2.3. Drivers shall be required to pass the training program, which may include written examinations, computer-based test (CBT), practical driving assessments, and knowledge assessments on FCT road transport regulations.
2.4. Only licensed drivers shall be qualified to be trained and be issued with FCT Drivers Certification Certificate.
3. FCT Drivers Certification Card
3.1. Upon successful completion of the certification training program, drivers shall be issued the FCT Drivers Certification Card.
3.2. The FCT Drivers Certification Card shall serve as proof of completion of the training program and compliance with FCT road transport regulations.
3.3. The card shall include essential driver information, a photograph of the driver, and the expiration date of the certification.
3.4. The FCT Drivers Certification Card must be carried by drivers at all times when operating within the FCT.
4. Enforcement and Penalties
4.1. The DRTS shall enforce compliance with this policy through regular monitoring, inspections, technological integration with transport service providers, and citywide checkpoints.
4.2. Drivers found operating for hire or reward within the FCT without a valid FCT Drivers Certification Card shall be subject to penalties, including fines, suspension of driving privileges, or legal action as stipulated by the FCT Road Transport Regulation 2023.
4.3. The DRTS shall work in collaboration with relevant law enforcement agencies to ensure the effective enforcement of this policy.
5. Awareness and Outreach:
5.1. The DRTS shall conduct public awareness campaigns to educate drivers and the general public about the FCT Drivers Certification Policy, its objectives, and the importance of road safety….
