The Ministry of Infrastructure, Housing and Urban Development has launched a new online government property management portal and horticulture services portal in collaboration with Corelink Consultancy Ltd and SMART Zambia Institute.
The digital platforms are aimed at modernising the management of government properties, improving service delivery, and making horticulture and landscaping services more accessible through technology.
Permanent Secretary Prof. Albert Malama, who represented the Minister during the launch, said the ministry remains committed to digitising public services and improving operational efficiency across ministries and departments.
Prof. Malama said the system is directly integrated with the Government Service Bus, which serves as a critical backbone for Zambia’s ease of doing business agenda by enabling seamless integration between government systems.
He said the launch marks part of a broader digital transformation drive within the ministry.
“The launch today is just the beginning. The Ministry of Infrastructure, Housing and Urban Development remains committed to the continued implementation of information communication technology systems and will not rest until it improves its operations,”he added.
Software developer Justin Chiluwe from Corelink Consultancy Ltd then guided attendees through a live demonstration of the portals.
During the demo, Justin Chiluwe showcased how tenants occupying government properties can search for their records using a phone number, retrieve property details, and make rental payments digitally in real time.
The demonstration highlighted how users can access information such as building details, room or unit numbers, payment periods, and rental balances before proceeding with payment. Once payment is initiated, a secure payment link is instantly sent to the tenant’s mobile phone, allowing them to complete the transaction electronically.
The system then updates automatically in real time, improving efficiency, transparency, and accountability in government property management.
The horticulture portal was also demonstrated during the event. The platform enables users to access landscaping and horticultural services as well as purchase plants online. Officials demonstrated the purchase of ornamental plants, including Cuban Palm plants, through the system.
Users are able to browse available products and services, add items to a cart, and complete payments digitally through the portal.
The launch reflects government’s growing investment in technology-driven public service delivery and its continued push towards a more connected and digitally efficient public sector.

COMESA_GPS participated in the strategic coordination meeting convened by the Govt of the Republic of Zambia (GRZ). The meeting was co-chaired by the Ministry of Youth, Sport and Arts/National Youth Development Council and the Ministry of Foreign Affairs and International Cooperation with the facilitation of Ms @hon_kangwa - AYAP for the Southern Africa region.
The meeting aimed to present and secure alignment on the GRZ concept note, proposed work plan, and indicative budget for Zambia’s YPS agenda and the development of the National Action Plan on Youth, Peace and Security, in preparation for coordinated engagement and implementation with cooperating partners.
