The Thai Government strongly condemns “the brutal and inhumane actions of the Cambodian side for firing BM-21 rockets deliberately targeting innocent civilians.”
13 December 2025 – The Joint Information Center on the Thai–Cambodian Situation released an official statement condemning the Cambodian side for launching BM-21 rockets aimed at innocent Thai civilians, stating as follows:

The Royal Thai Government strongly condemns the brutal and inhumane actions of the Cambodian side for using BM-21 rocket weapons to fire into civilian areas within Thai territory, specifically in front of a civilian bunker in Village No. 1, Saothongchai Subdistrict, Kantharalak District, Sisaket Province. As a result, innocent civilians were seriously injured, suffered loss of limbs, incurred property damage, and were subjected to fear and threats to their personal safety.
Such an attack constitutes a serious violation of international humanitarian law, particularly the Principle of Civilian Protection and the Principle of Distinction between military and civilian targets—obligations that all states are required to uphold. Thailand affirms that the affected civilians and communities had no involvement in any military operations, and that the use of weapons against civilian areas in this manner is unacceptable under international norms.
The Thai Government calls on the relevant parties to:
1. Immediately cease the use of force against civilians;
2. Respect obligations under international law and humanitarian principles;
3. Accept responsibility for the losses suffered by innocent civilians.
Thailand reaffirms that it will employ all available mechanisms, within appropriate legal and diplomatic frameworks, to protect the lives, safety, and dignity of the Thai people, and urges the international community to jointly monitor, investigate, and firmly uphold humanitarian principles to the fullest extent.
