Like all other constitutional amendments, we should assume the 14th Amendment was intended to stand the test of time, applying to all relevant cases until such time that it is repealed.

I mean, are we really assuming that the United States government body responsible for the 14th Amendment was ignorant of what a constitutional amendment is intended to do, and that it might impact future generations?

The 14th Amendment clearly falls in the second category.

It does not name confederates or any other specific militant group.

It talks of oaths, offices, insurrection, rebellion, and enemies in broad terms, and contains absolutely zero language specific to the U.S. Civil War.

This way you address both the current crisis as well as unforeseen crises in the future.

However, if the crisis in question might be repeated in different ways in the future, abstracting the language and adding protections in the form of an amendment to the Constitution is a reasonable approach.

A constitutional amendment is not an instrument used to address an ephemeral crisis that is not expected to ever happen again.

Garden variety legislation with a sunset clause is a more appropriate and expedient tool to address those cases.
