for overture expenses seems like staff is driving the budget and limiting the vision of GA rather than taking their direction from them. This seems backward to our polity. (I also realize previous programming arises from previous GAs.)

Actually, if there are any PMA or OGA leaders listening, I'm curious why there isn't financial planning done for the expected expenses of the GA. It's not like they are surprises. I also realize that money is tight but in this circumstance, a budget proposed without room...
