CBDT notifies Income-tax (Fifth Amendment) Rules, 2026 (effective Oct 1, 2026). 
Key Updates:
🔹 Form 141 (Schedule E): Updated reporting for TDS on immovable property transfers by non-residents to resident Individuals/HUFs.
🔹 Non-Resident Sellers: Overseas address, email, & phone mandatory. TIN & TRC required if PAN is unavailable to prevent higher TDS rates.
🔹 Refreshed Form 132 & related procedural rules.
