Either man recognizes his sinfulness and accepts Christ’s sacrifice out of His own will, or God takes the finished work of Christ and applies it to the Elect.

A lot of Paul’s message in Roman’s is about how Moses’ Law was unable to save: so yes, outside of God enabling change in the sinner, no one can respond to God’s calling.

Imagine a drowning victim (dead in sins) trying to come the 10%. The rescuer’s attempt must go all the way to CPR, etc.

You didn’t like when someone else said that, so I (again) send you back to Romans 9: God can do what He will (and doesn’t have to explain Himself).

Even in a book series, the characters are not independent in-between books. Frodo doesn’t have independent adventures in between Fellowship/Towers/Return.
