Dear UEFA Ethics and Disciplinary Inspector,
I am writing to formally report serious concerns regarding potential breaches of UEFA’s integrity rules, match-fixing regulations, and betting prohibitions involving officials at Galatasaray Sportif A.Ş., a club participating in UEFA competitions.
According to credible media reports and statements from Turkish authorities dated 17 July 2026, Mr. Maruf Güneş, Vice President of Galatasaray Sportif A.Ş., was detained as part of a large-scale illegal betting operation. He is accused of placing 48 betting coupons on matches involving his club during his tenure as an official. These actions allegedly include bets on outcomes such as rival teams winning or over/under goal totals in Galatasaray’s matches.
Such conduct, if proven, would constitute a clear violation of:
• UEFA’s Club Licensing and Financial Sustainability Regulations
• UEFA’s Disciplinary Regulations (especially articles related to match-fixing, illegal betting, and conflict of interest)
• FIFA’s Code of Ethics and the broader principles of sporting integrity
• Turkish Law No. 6222 and related anti-betting provisions that apply to clubs in European competitions
Officials in positions of authority at clubs competing in UEFA competitions have a heightened duty to uphold the integrity of the game. Allowing or failing to address such alleged activities risks undermining public confidence in football, particularly in the UEFA Champions League or Europa League, where Galatasaray regularly participates.
I respectfully request that UEFA:
1. Immediately open a formal investigation into this matter.
2. Examine Mr. Maruf Güneş’s role and any potential involvement of other Galatasaray officials.
3. Assess whether Galatasaray Sportif A.Ş. has fulfilled its obligations regarding integrity and due diligence on its executives.
4. Take all appropriate disciplinary measures to protect the integrity of European football.
