I agree w most of this, but 9S & the Genshin boys are definitely shota imo. They're specifically designed to be smaller than adult sized characters, for the purposes of being youthful/moe. I think the label of shota should also be applied w consideration for the media of origin.

@qenqq_ A lot of loli/shotacon do not have sexual or romantic attraction to the characters in question. They see themselves as, and like to be in the position of younger characters, like you do. It's a misconception that you have to have crushes on the characters to be a loli/shotacon.
