I've found the best language learning tool ever.
It's @LanguageReactor.
You can learn any languages (40+) here by watching the actual YouTube/Netflix contents made for native speakers. So, it's not just about "Hi, today we will learn these 5 phrases" kind of courses. You can learn from real-life materials (which I believe is the best way to learn languages).
And it has all the necessary features you can think of, such as subtitle, translation, dictionary, text-to-speech, etc.
As a long-time language learner who has tried many different apps, and someone who has experience building language learning apps myself, I can say this is one of the best implementations of a language learning app I've seen.
