A year before the 2023 presidential election, MDP held its 4th Congress in 2022 with a then-record 1,178 delegates. It was a massive event. At the time, PPM/PNC could not put together anything comparable.

But MDP lost the 2023 election.

Since losing power, MDP has not managed to hold a congress on that same scale, either in attendance or apparent spending power.

Now the tables have turned.

Yesterday, the ruling PNC opened what it describes as its most comprehensive congress yet, with more than 1,300 delegates, surpassing MDP’s 2022 figure and MDP cannot put together anything close.

Two things are worth thinking about:

1. Why do Maldivian political parties suddenly become capable of holding enormous, expensive-looking congresses only when they are in government? We saw it with MDP when it held power. Now we are seeing it with PNC.

The obvious question is how much of this extraordinary organisational and spending capacity comes from the party itself, and how much is enabled by access to the machinery, influence and resources that come with holding state power.

2. A grand congress is not evidence of electoral support. MDP demonstrated that perfectly. It could gather 1,178 delegates and stage a huge congress in 2022, yet it still lost the presidential election the following year. We have also seen PNC stage enormous political events while in government, including the ones before council elections which they lost.

Perhaps the more important question is not which party can put on the grandest show, but why both political parties seem to acquire their greatest organisational and financial muscle only after gaining control of the state and why, as a county, we seems to be ok with it.
