Regarding not having enough water to fight the SoCal fires; here is some water usage numbers from someone who knows a lot more about urban firefighting than I do.

California does not "give" water to protect fish.

Before the Gold Rush, the state's interior was a watery landscape home to roughly 6,250 square miles of wetlands. Tulare Lake was the largest freshwater lake west of the Mississippi.

A century and a half later, more than 1,500 dams have been erected across the state. The wetlands have shrunk to less than 350 square miles. Tulare Lake is gone. The ground, sucked dry, has contracted like a sponge, sinking as much as 30 feet in places.

Today, California draws roughly half of the water out of the state’s environment. The fish used to have it all.
