Why? In air below 2°C, water vapour in clouds condenses directly into ice crystals, which grow into snow crystals and fall. Above 0°C, snowflakes melt around the edges and stick together to become larger

Why? Low temperatures overnight cool air, so temperature falls to dew point temperature, forming fog. Light winds will allow for air near the surface to remain near saturation.
