Some say it is legal to attack energy infrastructure because it is a ‘dual-use object’. But such strikes may make commanders liable under the law on dual-purpose attacks.

This refs al-Sweady where false claims were indeed made. But not the Baha Mousa inquiry, Chilcot Report or Iraq Fatality Investigations, or High Court judgments, or the £32m paid by the MoD in over 6,600 cases of accepted conflict harm. Why not reference them, @TomTugendhat ?

Recall that the loan is only repayable on receipt of war #reparations from Russia, giving the EU a direct interest in Russia paying up.

Two-thirds of the 90b are for defence, but the macro-financial assistance can “be used by Ukraine to assist in the financing of compensation, as a form of reparation, to those individuals who have suffered damage from the illegal actions of Russia”.
