مصرف لبنان صادر ودائع الناس بالدولار في المصارف لدعم استيراد المحروقات والقمح و الدواء (85% من الفاتورة على سعر 1515ل.ل)
إذا كانت الحكومة جدّية في محاربة الهدر وجب عليها إلغاء تلك العقود والاستيراد مباشرة من دولة إلى دولة دون أي وسيط.
أما استبدال مستورد سمسار بآخر فلا قيمة له.!
