Title deeds frauds in Zimbabwe is big business not limited to simple individuals but powerful private sector, Government networks as well. Netone for example is still in the courts battling to keep its US$26 million prime piece of land which then Minister of Local Gov Ignatius Chombo snatched and declared State land before handing it over to a suspected relative, Charles Chombo. Charles Chombo subdivided the 131,37h land in Cleveland, Harare into 450 residential stands which he started selling for US$60 000 each. This is despite that Netone has a title deeds to the land and the State Procurement Board had approved construction of Netone's multimillion dollar headquarters there and funds for the project secured. Former Netone CEO, Reward Kangai took the two Chombos and the registrar of deeds to court over the matter and the High Court declared in no uncertain terms that the land belongs to Netone. The Judge even refused Chombo leave to appeal to the Supreme Court citing poor prospects of the judgment being overturned. However, in 2016 acting vindictively, Kangai was fired and Charles Chombo proceeded to the Supreme Court and appealed against the ruling.The late Peter Chingoka whose wife was a sales person for the Cleveland residential stands was appointed Netone chairman. Lawyer for Chombo was Wilson Manase of Manase and Manase. Killion Mpingo, sec Ministry of Local Gov wrote a letter to City Council confirming seizure of the land despite knowing that Netone had a title deed. P. Murombedzi, Harare City director of housing approved Charles Chombo's project with knowedge that the land belonged to Netone. Clients who bought residential stands are stuck as they cannot get title deeds. The matter is at the Supreme Court with Netone's key witness, Kangai locked outside. Clients who bought Cleveland stands are stuck as they cannot get title deeds. In 2013, Zimbabwean courts sent to prison for 5 years two people who were found in possession of half a gramme of gold worth USD $24. In 2023 they caught someone trying to smuggle gold worth over USD $300 000 and was only given a fine. Justice is for sale in Zimbabwe!
