You can, and it has happened. That’s how we got rid of prohibition. 18th amendment was ‘repealed’ with the passing of the 21st amendment.

@marie_ide80526 @SarahIronside6 the “civil rights amendment” is several amendments 13-15 that came after the civil war. The only part of those that directly relate to women is the 15th and it further denied women the right to vote. That right was not established until the 19th amendment.
