By the end of Naruto, Naruto & Sasuke had become SO powerful that fights had basically turned into giant KAIJU battles.

Kishimoto himself said:
“Naruto and Sasuke [were] becoming so strong and the battles getting bigger and bigger…”

And when BORUTO started, he was already worried that watching kids fight afterward would make everything feel SMALLER.

So his solution was to change HOW battles were expressed.
