Does your paper establish a baseline for what would be considered "underdeveloped" by comparing Charlottesville to other similar cities (size, demographicsz zoning regime)? If not, how would we know that it is in fact underdeveloped, and not averagely or even overdeveloped?

It appears the quartet wasn't arrested, which leaves us with a few possibilities.
1. The men arrived Friday night but left before police arrived Saturday.
2. They were present Saturday but somehow evaded authorities.

This lawyerly distinction may be too fine for some, but I read this letter more as support for Jim Ryan's presidency (vs. door #2?) than for the use of state police.
