@chasbuduo (2) internal video looks like a higher freq of vibration. A building of this size would have sway freqs of 0.1 to 0.2Hz (5 to 10 second period). Vibration of masts transmit through building, they need dampers in masts.

@chasbuduo (1) Masts are circular and likely hollow, so have a low mass/damping (scruton number) parameter. These type of structures experience resonce (VIV or lock-in behaviour) at low(ish) wind speeds due to highly correlated vortex shedding.
