The primary mapmaker for California's Prop 50 congressional maps, Paul Mitchell (of Redistricting Partners), is on record making statements about improving or bolstering Latino/Hispanic voting power.
Key Statements and Context, Mitchell, hired by Democrats/DCCC and the legislature to draw the maps, publicly said things such as:The Prop 50 maps “will be great for the Latino community” as they “ensure that the Latino districts… are bolstered in order to make them most effective.”
He started by thinking about “drawing a replacement Latino majority/minority district in the middle of Los Angeles.”
The “first thing” he did was the “creation of five Latino” districts or increasing Latino voting power (variations appear in court filings and reports).

@kenmartin73 Here in California SCOTUS declined to hear Newsom Proposition districts that the map creator stated were created with race in mind.
How come Alabama is treated differently?
How come Calif gets Race Based districts but Alabama can't be? 🤪
