Most states allow a person to register to vote getting a DL, & most of the time when getting a new DL due to a name change, a birth certificate & Marriage lic is needed for proof. Stating that 69M women cannot vote due to a name change is kind a bending what is needed. Passport is issued using the documents I listed above. Save act does NOT say pass port only. Problem is, some states (WA is one) will let anyone reg to vote with nothing more than a electric/cable/water bills**, with the warning to submit a pictured ID later.
But later never comes, and the Dept that is suppose to verify their ID, just places those docs in a cabinet, & never actually do their job. ** Worded like this in the RCW 29A.08.010 to show the district a person lives in.
