China's internal and external crisis communications response to the incident in the West Philippine Sea has been canned and boiler plate. We can learn from that.
It suggests to me that the normally quite prepared Chinese Communist Party and Ministry of Foreign Affairs were caught without a crisis communications plan because they never assumed an incident of this magnitude would occur in the first place.
If you've followed their behavior and actions in the WPS for the past decade as I have, you'll probably agree with me that there's a pattern to China's crisis communications during these events. Incident occurs; China immediately seeks to control the narrative to gain and/or maintain dominance.
The Philippines caught China off guard completely around 18 months ago introducing their Assertive Transparency campaign. It was highly successful and left China exposed to global criticism- something they don't handle very well. They lost control of the narrative entirely- and suffered considerable criticism when the Philippines was able to show the world China's patently bad behavior.
The last major incident in the WPS with the Philippines was in June 2024; related to China's harassment of RORE missions to the BRP Sierra Madre nearly led to a very violent confrontation that did not make the news. In fact, the Philippines Marine Corps had to be held back from going to toe to toe with Chinese forces in the area. That situation was ultimately de-escalated using secret diplomatic negotiations that all but ended the Philippines A-T campaign. While still a closely guarded diplomatic secret, I believe the Philippines traded away the A-T campaign in favor of an agreement that enabled them to conduct future RORE missions unmolested- and that's been the case for the most part ever since. While I disagree with the decision to shelve the plan, I can completely understand why, if true, the Philippines elected to barter it away. It was a good trade. Putting the safety of Filipino Navy Sailors, Marines and Coast Guardsmen first is morally and ethically the right thing to do.
Now, however, we've crossed the Rubicon. In the past, it's been the Philippines on the receiving end of China's aggression. China's inexperience as a maritime power, coupled with their illegal and continuing aggression in the WPS has finally yielded what can colloquially be described as a pretty karmic outcome- they've lost a PLAN Destroyer and Coast Guard cutter at least temporarily and very likely at least four lives.
This is the first time in the decade I've followed the WPS dispute that China has suffered any kind of serious losses. I would not let my guard down Pilipinas. China isn't taking this well- they're just not showing the world their anger yet. Once they come up with an approved course of action and a crisis action plan, things might heat up even more in the West Philippine Sea. I've always claimed China respects power and shows of force. I suppose we're about to find out if they consider vastly superior seamanship a respectable flex 💪🏽🇵🇭
