It doesn't include anything regarding China's NPPs that are currently in construction or opened recently. It's a measure of American policy failure but not much more.

LCOE doesn't take account time, geography, or the cannibalization effect. VALCOE is way closer related to ROI than LCOE.

Which cost a lot of money and time (more money). China has a standard nuclear plant (Hualong One) that can now very quickly develop
