As regards AIIMS in Jodhpur, the then union minister Jaswant Singh player a crucial role. AIIMS was supposed to be built in Jaipur. I have a somewhat similar idea:

Rather than fining the gutka companies alone, a cess may be put on gutka companies, as well as snacks and beverages (incl. water) companies that use plastic for packaging.

​The cess collected may be put in a dedicated fund. An association of these companies will use the funds to ensure cleanliness, especially in public and tourist areas, and the recycling of plastic waste.

​The government or its agencies shall audit the utilization of this fund. In case the association does not perform its role well, the cess on the companies shall increase.

​Gutka stains and plastic waste are now everywhere. We need a solid action plan.
