Add a zk-STARK proof system to the core/crypto crate using the winterfell library. This establishes the foundation for future private transactions, ZK-rollups, and anonymous proofs — all quantum-resistant by design since STARKs rely only on hash functions.

Crypto Crate — New STARK Module
The STARK module will demonstrate a complete proof-generation-and-verification cycle for a balance-transfer AIR — proving that a sender has sufficient funds and that the transfer conserves value, without revealing actual balances.
