China's role also requires scrutiny.
If the project was negotiated between Jeju and Ri Ho-nam and financed with South Korean public resources, the precise function of the Chinese company must be established. It is essential to determine whether it merely provided logistics or whether it served as the formal intermediary through which the true origin and parties to the transaction were obscured.
There is another serious problem.
Jeju announced in June that approximately KRW 160 million worth of supplies had arrived at North Korea's Nampo Port. However, when National Assembly member Kim Geon requested documentation proving their arrival, including shipping and customs records, Jeju repeatedly declined to disclose the materials.
According to the report, questions therefore remain over how much of the aid actually entered North Korea and whether the intended North Korean organization ultimately received it.
This involves South Korean public money, a Chinese intermediary, a North Korean counterpart, two different contractual representations of the same transaction, and a South Korean government ministry that reportedly knew of both agreements and approved the project.
The public deserves a complete accounting of the money, contracts, shipping documents, customs records, final recipients, and end use of every item.
Just as importantly, the international community deserves to know exactly how this transaction was represented for sanctions and compliance purposes and whether the same parties, funding source, intermediary, and recipient were disclosed consistently.
When a government-funded transaction involving North Korea is deliberately presented differently depending on who is looking at the document, transparency is no longer a minor procedural issue. It becomes a matter of public accountability, sanctions compliance, and international security.
