A government that cannot govern Ethiopia in all its diversity, cannot aspire to contribute towards the grand African renaissance. PP of Ethiopia under Abiy is simply stirring the cup on behalf of the UAE and interests. Africa is not for sale through conduits, PP and Ethiopia.

This week PP cadres have taken to flying over borders… just when you think the maritime argument has reached its final destination, another route is opened…

The latest PP commentary on maritime access is loaded with history, metaphors and grand continental aspirations, but rather short on legal clarity. It has everything: Ethiopian Airlines, ancient history, economic necessity, Agenda 2063, AfCFTA, continental solidarity and the promise of mutual prosperity.

Perhaps PP missed the Rwanda theme: “From Pan-Africanism to Meta-Africanism.” The latest formula seems to be to take a national aspiration, wrap it in Pan-African language, add Agenda 2063 and AfCFTA, and hope it emerges as a continental entitlement. A clever rhetorical exercise, perhaps, but international law is unlikely to be persuaded by the packaging.

I agree that #Ethiopian Airlines has connected #African capitals; landlocked States face genuine logistical challenges; and #Africa certainly needs better roads, railways, ports and trade corridors. All true. But somewhere between the wings and the waves, the argument takes off, leaving international law somewhere on the ground.

PP’s audacious proposition is that Ethiopia’s size, and contribution to African connectivity somehow transform “direct maritime connectivity” into a continental interest. That is quite a feat of narrative engineering… rhetorical gymnastics of sorts, but neither history nor international law works that way.

An economic interest is not a territorial entitlement. International law recognizes the legitimate interests of landlocked States in access to the sea and transit to and from it. It does not, however, convert that right of access into a right to acquire coastal territory, sovereign jurisdiction, a naval facility or a permanent strategic foothold on another State’s coastline. A landlocked State has a right to reach the sea; it does not have a right to reach for the territory of a coastal State.

PP cadres need to stop scaring #Ethiopia|ns. #Ethiopia is landlocked, but it is certainly not cut off from maritime commerce; its international trade already reaches global markets through established regional arrangements, including #Djibouti and other nearby ports. If #Ethiopia wants to diversify its commercial access, negotiate additional port arrangements or develop new transport corridors, there is nothing controversial about that, it is a matter for negotiation and agreement.

But “direct access” becomes a very different proposition if it means sovereign territory, exclusive strategic rights or military facilities. At that point, the issue is no longer connectivity but sovereignty, and sovereignty cannot be smuggled into the argument under the label of logistics. As they would say here at the UN: “direct access” is not agreed language. Perhaps the first step, therefore, is to agree on what it actually means.

The Ethiopian Airlines argument is quite creative. No doubt Ethiopian Airlines has helped connect Africa through the skies…but now, we are told, #Africa should recognize a principle of reciprocity in helping #Ethiopia reach the sea. Ethiopian Airlines is indeed one of Africa’s great aviation success stories. But it is not a shareholder in #African sovereignty.

There is no provision in the @UN Charter whereby passenger miles can be converted into square kilometers of coastline, nor does Agenda 2063 contain a frequent-flyer programme for territorial entitlements. Ethiopian Airlines may be Africa’s largest airline; it is not Africa’s landlord. Its contribution should be celebrated…not converted into a title deed.

The African Union’s constitutional framework is built on sovereign equality, territorial integrity, respect for borders existing at independence, peaceful settlement of disputes and non-interference. These principles are not obstacles to Agenda 2063; they are its foundation. Sovereignty is not allocated according to GDP.

PP’s vision can actually be achieved without any territorial drama. #Africa can build the roads, railways, ports, logistics hubs and customs corridors that connect Ethiopia to the sea. Ethiopia can negotiate commercial port access and long-term arrangements with coastal States. The #AfCFTA can make those connections economically transformative. None of this requires moving an international border by one centimeter…

#Eritrea and other sovereign States on the #RedSea will continue to reject PP’s attempt to turn economic necessity into territorial entitlement, or continental solidarity into an obligation for another sovereign State to compromise its territory or security interests. The Red Sea is not an orphaned piece of geography waiting for the largest nearby economy to adopt it, and #Eritrea|s coastline is not an unfinished chapter in #Ethiopia’s development plan…Nor, for that matter, is territorial expansion one of the @UN Sustainable Development Goals (#SDGs).

So, by all means, let the wings reach the waves. Let Ethiopia trade, connect and prosper. Let Africa build the corridors that Agenda 2063 envisages. But let us keep one small legal footnote attached to all the poetry: access is not ownership; transit is not sovereignty; economic necessity is not territorial right; and continental solidarity is not a deed of transfer… #Africa can build bridges to the sea without moving the coastline. That is not a rejection of African integration. It is African integration grounded in international law...

But there is one #African aspiration, “Silencing the Guns in Africa”, linked to the AU’s Agenda 2063, that PP cadres seem determined to shove under the rug...Imagine how much that alone could improve #Ethiopia’s domestic connectivity in particular, and #Africa’s connectivity in general. Roads, railways and trade corridors tend to work rather better when the guns are silent…. just saying.
