Trying to sort if the vacancy is fiscally, legally, or racially motivated (or some combo).

@RBReich Too many people walk away from voting because they don't want to do straight ticket. We need some way to provide cover and incentive for actually doing the research.

@RBReich Needs to be a holiday and they also need to mandate up to 40 hours of paid research time prior to. I don't just want people voting, I want them educated on what and who they are voting for, but it's a huge time investment to actually become an informed voter.
