This is Sugimura's original treatment of the story as it was restarted after the internal failure of "1.5".
This script is the missing link between that early iteration and retail 2.
A full translation is already in the works and will be available to read once it's finished. 😌
Thanks to an amazing joint effort by our community, we successfully won an auction for the original BIOHAZARD 2 Final Draft scriptbook. It'll receive the same dissecting we gave the Dino Crisis 2 script. Among many differences here, Claire was 20 & Leon was 25.

The Nemesis-T02 Type name in BIOHAZARD Operation Raccoon City is only found in three other sources known so far: the BIO3 Complete Capture Manual, GameWatch! Vol.2's Making of BIO3 feature & the BIO3 Complete Strategy Guide.

@SuspendedDoll1 It's in a South American archipelago according to the GS2 official guide. Darkside Chronicles shows a specific location with coordinates.
@project_umb On top of that, in later lines he goes on how women are always a certain way toned down by the dub "does everybody" vs 女は皆 (every women) in the og Japanese script. This is so generalized that it's difficult to say it's just about mild annoyance with Ada.
@project_umb I still stand by original claim that the lines in the original scripts carry contempt and a harsher (全く) tone with a certain type exasperation (って奴は) towards women that represents the fairly casual misogynistic behavior of the 90s.
Later on, he comes off as wry, but in the og BIO2's scripts, he is a lot more condescending and authoritative towards Ada and Claire, saying stuff like "these fucking women" or "[they] are all the same", he was also supposed to slap Ada across the face, before chewing her out.
「He isn't being misogynistic at all. It's just self-deprecating humor about being constantly wrapped around women's little fingers. As he says, 'It's the story of my life'—he's always the one getting played, used, and dragged into trouble by women like Claire, Ada,Helena. Capcom even writes in the official Resident Evil 6 design/setting documents: "He is used to being pushed around by women."」

The prologue of the CODE:Veronica Complete Edition Kaitai Shinsho guide explores the public reaction to Raccoon City's destruction, saying the US President was nearly impeached. Degeneration reveals he resigned, making him second to do so (first being Richard Nixon).

Requiem confirms the remake date for the RPD renovation, 1969, is considered paramount. This retcon contradicts the Marvin's Memo files in Outbreak File 2 & Darkside Chronicles which state it was the late 80s.

Something interesting is that this in-game localization is actually slightly incorrect much like the other epilogues from RE3N. The real translation according to project umbrella would be:
They also exported the Stairway to the Sun flower under the German name "Sonnentreppe." There's also the CQBZ gear conceived by HUNK which use German names: the Zombie Beil & Zombie Eisen.
Umbrella HQ may be in Germany. The BIO1 remake, BIO0 & Outbreak File 2 official guides call it a "konzern", a usually German business group & a term in the Archives glossary. The parent company was Umbrella Pharmaceuticals.
The BIOHAZARD OUTBREAK OFFICIAL GUIDE BOOK reveals Jill Valentine did in fact leave the city along with Chris & Barry, but returned secretly to hide out & investigate Birkin's underground lab.

In BIO3, the ending reports the incident's cause as "lethal viral contamination", making it public knowledge. The EN script oddly localizes Congress as "the federal council" & the Sterilization Operation as "Bacillus Terminate", mistakenly referring to bacteria instead.
