Interested in some facts?

### 1. It Expands Total Capacity Without Diverting Public Resources
- Dual practice lets physicians use downtime or underutilized facilities (e.g., evenings or spare operating room slots) for private patients, increasing the overall number of services provided without pulling staff or equipment away from public queues. In Alberta, where public facilities often run at partial capacity due to funding or scheduling constraints, this means more procedures happen in total—not fewer in the public stream.
- Why no wait time increase? Private patients don't "jump the queue" in public hospitals; they pay for separate slots. This adds supply to the system, similar to how off-peak flights don't delay daytime ones but serve more travelers overall.
- Evidence: In Saskatchewan, a 2010–2014 initiative partnered public funding with private clinics for surgeries, delivering 26% more procedures at lower cost. Wait times dropped from 26.5 weeks to 14.2 weeks, with no reported rise in public delays—proving private delivery can offload backlogs when publicly funded.

### 2. It Attracts and Retains Doctors, Boosting Supply
- Alberta faces physician shortages, with many specialists leaving for provinces like British Columbia or Ontario due to burnout and lower pay. Dual practice offers supplementary income (e.g., for non-insured services like expedited diagnostics), incentivizing doctors to stay and work more hours—potentially increasing public shifts rather than reducing them.
- Why no wait time increase? More doctors mean shorter public lines. Without this, frustrated physicians might exit the public system entirely for full private practice elsewhere, worsening shortages.
- Evidence: Countries like Australia, Germany, and the Netherlands allow widespread dual practice and report shorter elective surgery waits (e.g., 8% of Australians wait 4+ months vs. 18% of Canadians). These systems maintain public access while using private incentives to grow the workforce, despite similar per-capita spending to Canada.

### 3. Public Funding Can Still Flow to Private Delivery
- Under the plan, many private services (like surgeries) can remain publicly funded—just delivered in private clinics. This doesn't require patients to pay out-of-pocket; it leverages private efficiency to clear public backlogs, such as Alberta's 22,000+ cancelled elective procedures from COVID-19.
- Why no wait time increase? It's not "creaming" (taking easy cases privately); it's targeted at high-demand areas like diagnostics, where public waits average 10–12 weeks for MRIs. Private options absorb overflow, shortening public lines.
- Evidence: British Columbia's recent partnerships with private clinics for publicly funded surgeries have accelerated backlog clearance without extending public waits. Alberta's own 2022 goal to double private surgeries (from 15% to 30% of total) for public patients showed early gains in volume, with no spike in delays.

### Potential Risks and Safeguards
While these benefits hinge on strong regulation (e.g., banning queue-jumping and ensuring private docs maintain public commitments), Alberta's approach aligns with the Canada Health Act, which doesn't prohibit dual practice as long as public care remains universal and accessible. Critics' fears of longer public waits stem from poorly implemented models elsewhere (e.g., some European cases with absenteeism), but targeted diagnostics-focused reforms like Alberta's minimize that by focusing on non-core hospital services.

In short, dual practice isn't about "defunding" public care—it's about multiplying it through market incentives. If executed well, it could cut Alberta's median 28-week treatment waits (longer than the national 20.9-week average) by treating more patients faster, benefiting everyone. For the latest on implementation, check Alberta Health's updates.
