How on earth can small businesses in India thrive when customs officers demand bribes even on agricultural farm products, where the direct beneficiaries are hardworking farmers?

Sushil Kumar, a Customs Examiner Officer at Mumbai Port, is actively paralyzing the export of farm goods, shaking down shipments, and extorting businesses prior to clearance. If this is how institutional infrastructure evolves, no amount of policy rhetoric will save the system from systemic decay.

In East Africa and across other developing markets with which I do business, commerce is never held hostage by predatory corruption. India cannot claim to champion its agricultural exporters on the global stage while bleeding them dry at the port gates.

Nirmala Sitharaman has a distinguished background and holds the historic distinction of serving as India's first full-time female Finance Minister. How could something like this happen in her own department is beyond me.
