Today, I held a meeting with the State Department for Performance and Delivery Management in Kenya, tasked with embedding performance management in the public service and overseeing government entities' performance.
The team reviewed and validated the Ministry of Water, Sanitation and Irrigation’s performance contract for the 2025/26 cycle (22nd cycle) to ensure alignment with established guidelines and national development priorities, including Kenya’s Vision 2030 and the Bottom-Up Economic Transformation Agenda.
This vital process enhances accountability and efficiency, ensuring public resources are effectively utilized to deliver clean water, improved sanitation, and sustainable irrigation, empowering communities and driving inclusive economic growth across Kenya.
Attended a cabinet meeting of the Cabinet Committee on Governance, Social Sector, and Public Administration at the Karen Residence, chaired by Deputy President H.E. Kithure Kindiki. The meeting focused on reviewing progress and aligning strategies for effective governance and public service delivery.
Accompanied by Hon. Murugara George Gitonga, MP for Tharaka Constituency, I inspected the Kibunga Kakimiki Water Supply Project in Marimanti Ward, Tharaka Nithi County. The project, located in Tharaka Sub-County, serves Turima, Marimanti, Matankiri, and Nkondi, drawing water from the perennial River Kathita. At 45% completion, it aims to provide clean water to 20,000 people and institutions by 2030.
The existing infrastructure includes an intake weir, a 4.4 km raw water pipeline, and a treatment plant with a capacity of 2,000 cubic meters per day. Spanning over 50 km of pipeline, the system falls short of the area’s 4,000 cubic meters per day demand, limiting water supply to schools and other institutions.
The project aims to reduce Non-Revenue Water to enhance revenue and sustainability, aligning with the Bottom Up Economic Transformation Agenda’s focus on inclusive development. By improving system efficiency, it will expand water access to 20,000 people and institutions, supporting Tharaka Nithi County’s community-driven growth by 2030.
Today, I led Kenya’s delegation in a crucial meeting with the Special Committee of the Nile Council of Ministers to address the ratification of the Nile Basin Cooperative Framework Agreement (CFA).
Kenya delivered a detailed update on its ratification progress and emphasized key governance issues within the Nile Basin Initiative (NBI) that must be resolved to ensure equity and ownership for all ten Nile Member States. Chaired by Hon. Sam Cheptoris, Uganda’s Minister for Water and Environment and current NileCOM Chair, the Special Committee comprises representatives from Rwanda and South Sudan.
Accompanied by Meru County Governor, H.E. Mutuma M'Ethingia, I made an impromptu visit to Maua to engage with our community on development matters. I addressed the enthusiastic crowd, outlining key National Government projects in Maua.

This morning, I inspected the Kamburu-Mbeu Irrigation Project in Mbeu Ward, Tigania West Constituency, Meru County, Kenya.
The project, which draws water from the Thanantu River to irrigate 350 acres, benefits 2,450 individuals by enhancing food security, increasing farm incomes, and supporting crops such as bananas, tomatoes, pawpaws, sweet potatoes, mangoes, and kales.
The project aligns with Kenya’s Bottom-Up Economic Transformation Agenda by equipping smallholder farmers with irrigation infrastructure to boost productivity and enable year-round farming. This fosters economic resilience, creates jobs, and strengthens local markets, contributing to national food security.
During the inspection, I noted that the project, currently at 47% completion, has been delayed due to the contractor absconding the site. To ensure the community benefits without further delay, I have instructed the National Irrigation Authority to take immediate action to resume construction and adhere to the project timeline.
I was accompanied by the National Irrigation Authority Board Chairman, Eng. Gilbert Maluki, CEO Eng. Charles Muasya, MBS, and other officials from the National Irrigation Authority.
I have today led an inspection tour for the ongoing construction of the Rwanyange Treatment Plant in Imenti North Constituency, Nyaki East Ward, a key component of the Meru Sewerage Project. This initiative involves building a new wastewater treatment facility to decommission the existing Gakoromone plant and develop an extensive network of trunk sewer lines. Once completed, the project is expected to serve approximately 193,000 residents of Meru. The Rwanyange Treatment Plant will have a daily wastewater treatment capacity of 800 cubic meters.
I cautioned the Contractor on slow progress of Works and urged the contractor to accelerate the works. This will ensure the people of Meru can benefit from this project. We are committed to ensure proper sanitation facilities to our towns.
During the inspection, I was joined by Mr. Teobald Mukundi Wambugu, Chairman of the Tana Water Works Development Agency; Eng. Philip Gichuki, CEO of the Tana Water Works Development Agency; Ms. Ondilia Ndeti, Deputy County Commissioner for Imenti North; Mr. Patrick Mugendi from MEWASS; and Hon. Muuna Josephat, the area MCA.
