To add to this, the failure of Copenhagen at COP 15/16 and the spirit of the Paris Agreement at COP 21 gave the previous goal some favourable momentum that is the exception rather than the norm.
When checking the COP outcome news today think of every climate political scientist who gave incredibly low odds of success to the Baku meeting from day 1. Too many structural factors against progress this year.
Absolutely be disappointed, but don’t be shocked.
