International law scholar @AdHaque110 argues the junta appears to have moved away from the “deportation” alternative inference and is leaning on a “counterterrorism” narrative. This he calls “preposterous” given the scale and brutality of violence against civilians.
He also suggests a reason - the ICC dimension. Arguing “intent to deport” at the ICJ can be strategically useful for the State but it risks feeding criminal exposure for the generals at the ICC, where deportation is being pursued as a crime against humanity. That tension may be driving the shift...

Arshad, a young Rohingya boy, was detained by the Arakan Army (AA) from May 29 to Nov 26, 2024. He was brutally tortured in custody. On Feb 10, 2025, he finally arrived in Bangladesh with his family.
