After arguing so hard that "rules are rules" in DV2020 and DV2021 and that visas cannot be carried over, the government exceeded the 55k cap in DV2022.

In DV2023 they seem to be planning to repeat.

Wonder what Judge Mehta would make of this deliberate ignoring of the law.

Interesting glimmer of hope for #dv2020 and #dv2021.

In Bo Li v. Blinken, J. Henderson (one of the judges in the Goodluck case) found the following: "sometimes the irreparable harm that plaintiffs fear when seeking preliminary relief continues to occur even after the deadline for requested relief passes, perpetuating or even exacerbating the alleged irreparable harm. Were that shown, we would retain the ability on appeal to offer effective redress." This means that at least Henderson believes relief can be offered to redress wrongdoings by @TravelGov, if she were to find that they behaved unlawfully.

Is this a sign of good things to come?
