There is reason to believe that the gap for higher income renters is because of a lack of single family home/condo inventory. There are lots of families on both ends of the spectrum that want to own, but not enough inventory, so forced into rental.

@JamesBroughel Can you expand? Social discount rate should include the opportunity cost of capital, but different investors have different expected returns so people will disagree on how high discount rate should be. The gov’t can’t invest like a venture capitalist so discount rate is lower?
