Blame the Ontario Crown prosecution service.
Over the past two decades countless Ontario provincial and municipal police officers have been referred to the Crown seeking criminal breach of trust charges for unauthorized access to CPIC records and other data bases. The Crown has rarely agreed to prosecute them. Thus far, theyโve seemed to think itโs a minor misconduct issue, despite the fact itโs a criminal offence that often underpins more violent crimes.

There is a deeply troubling and systemic problem in Canadian policing. In Ottawa another officer is suspended for improperly accessing databases that officers on the force have used to stalk women.
This is terrifying.
