Pakistan is not the only country with solar tax. Many countries charge fees from solar users. In some countries, these charges were later removed, subsidized or rebated to support solar growth, showing that such policies changed over time.

In Pakistan, solar regulation is important because solar does not work all the time. Solar panels only produce electricity in sunlight, so at night or during cloudy days, people still depend on the national grid. When solar systems stop producing, sudden demand goes back to the grid, which increases pressure. If the grid is not strong enough, it can cause load shedding. To avoid this, the government must maintain extra capacity, and that costs money (capacity payments). This means that if many people use solar but still rely on the grid sometimes, the system becomes expensive, and people without solar may end up facing higher electricity costs or more load shedding.

Solar tax in Pakistan is mainly discussed for larger systems, around 25 kW or above. A 25 kW solar system can produce roughly 2,500 to 3,500 units (kWh) per month depending on sunlight. Such a system usually costs around 18 lakh to 30 lakh PKR, which is not affordable for poor households. So, these policies mostly affect people who can afford bigger systems, not low-income users.

Instead of just criticizing the government, we should offer constructive criticism and practical solutions. Other countries have already tested different solar policies, so we should study those solutions and discuss which ones can work best for Pakistan’s conditions.

Simple criticism alone will not fix the problem. In Pakistan, net metering started around 2015, but by 2020 the system and its rules should have been updated and improved. Without regular updates, policies become outdated and create new issues instead of solving them.
